Unconditional Basic Income: Beyond the Great Confusion
Looking at the UBI in economic terms means thinking further than "helicopter money", it is the reform that we need the most.

In his article, Jean-Daniel Delley (DP 2289) points out that the idea of an unconditional basic income (UBI) is gaining new traction. Indeed, the economic and social crisis resulting from the pandemic has highlighted the need for a minimum income floor.
Unfortunately, the confusion around the concept of a UBI is as widespread as the prejudice and resistance to radical economic and social innovation. The UBI is not social security reform.
It comes before the redistribution of income received by workers and capital holders: it concerns the "primary distribution" or "primary income distribution". It is therefore a reform of the economic system. [+]

Un petit topo rapide sur ce que m'évoque la protection sociale actuelle, ça vous dit ? Si vous avez le temps d'en perdre, je vous propose ici quelques exemples vécus au boulot.
1) Assurance-accident privée: un médecin de 60 ans glisse dans la rue sur une plaque de glace, chute et se blesse à l'épaule. Les IRM démontrent sans ambiguïté que, sur les quatre tendons qui tiennent l'épaule, les deux tendons sains ont rompu sous l'effet du choc tandis que les deux tendons détériorés par l'âge ont résisté (eh oui, c'est bizarre, mais ça arrive et on peut le prouver).
Malgré l'évidence médicale, l'assureur-accident a persisté à soutenir que l'incapacité de travail de son assuré n'était pas la conséquence de... son accident, mais d'une pathologie préexistante (un classique des assurances-accident), avant que la Chambre des assurances sociales de la Cour de justice ne balaie son argumentation dans un arrêt d'une vingtaine de pages, après 18 mois de procédure. Collective proposal addressed to the Valais Constituent Assembly
FOR UNIVERSAL BASIC INCOME
COLLECTIVE PROPOSAL ADDRESSED TO THE VALAIS CONSTITUENT ASSEMBLY
The inhabitants of the canton of Valais, the undersigned, ask the Constituent Assembly to include in the future constitution of the canton the following articles:
- Every inhabitant of Valais has the right to the indispensable means that allow him to lead a dignified life and participate in public life.
- The State ensures the realization of this right through the introduction of an unconditional basic income.
Social protection in force has become inadequate
- forms of precarious work have emerged, conditions and social contributions are no longer guaranteed
- the aging of the population and the decrease in years of work threaten the AVS and the 2nd pillar
- a new class of working poor (precariat) knows the insecurity and passes through the meshes of the social net
- privacy controls are humiliating for claimants of social benefits
- with its multiple revisions, the social system has become both overcrowded and insufficient
Universal Basic Income is paid
- to the entire population regularly established, with an amount sufficient to allow a dignified life
- to individuals and not to households
- without taking into account any other element of income or fortune
- without any obligation to accept a job or to have to justify his incapacity to work
- without any obligation to provide counterpart
The introduction of the basic income
- will be done pragmatically, either by a general measure, or gradually, in addition to existing federal social insurance, or by other reforms

Die Österreicher dürfen in dieser Woche ihre Stimme für ein bedingungsloses Grundeinkommen abgeben. Seit gestern Montag und noch bis 25. November läuft die Eintragungsfrist für ein Volksbegehren. Die Initianten fordern, dass jedem österreichischen Staatsbürger über 18 Jahren an jedem Monatsanfang 1200 Euro ausgezahlt werden.
Unterzeichnet werden kann das Volksbegehren online oder in jedem Gemeindeamt. Wenn es von mindestens 100’000 Stimmberechtigten unterstützt wird, muss sich das Parlament damit befassen. Allerdings reicht eine blosse Debatte, ein entsprechender Gesetzentwurf muss nicht daraus folgen.
Finanziert soll es über eine Finanztransaktion-Steuer werden

«Für ein Morgen mit Zukunft» - so lautet das Motto des Vereins WLF (Forum für wirtschafts- und gesellschaftspolitische Zukunftsfragen Werdenberg-Liechtenstein), der sich den Themen Gesellschaft, Wirtschaft, Umwelt und Zukunft widmet. So wünsche man sich eine Gesellschaft, die global denkt und lokal handelt. Die Wirtschaft muss im Dienst der Gesellschaft stehen – nicht umgekehrt, so Präsident Markus Härtl im Gespräch mit dem W&O. Die Schweizer Stimmbevölkerung lehnte es überdeutlich ab, ein Test nach dem anderen scheitert. Ist jetzt langsam gut mit dem Grundeinkommen?
Im Gegenteil. Die Schweizer Abstimmung war nicht das Ende, sondern der Anfang einer grossen Grundeinkommens-Debatte. In Deutschland ist mittlerweile jeder Zweite dafür. In den USA haben sich Barack Obama und der demokratische Präsidentschaftskandidat Andrew Yang dafür ausgesprochen. Und eine Mehrheit der Schweizer Stimmbevölkerung erwartet eine weitere Abstimmung. Das Grundeinkommen ist keine mediale Eintagsfliege, sondern ein politischer Dauerbrenner..
Die Schweizer Filmerin Rebecca Panian wollte sechs Millionen Franken sammeln, um in Rheinau das Grundeinkommen testen zu können. Es kamen nur 150'000 Franken zusammen. Die Leute wollen es nicht, Ihr Grundeinkommen.
Ich selbst habe für das Rheinauer Projekt keinen einzigen Franken gespendet. Eine spendenfinanzierte Insel der Glückseligen hat mit einem Grundeinkommen nichts zu tun. Auch das finnische Experiment mit 2000 Arbeitslosen, die zwei Jahre lang mittels sanktionsfreier Sozialleistungen zwangsbeglückt wurden, beweist in Sachen Grundeinkommen nichts. Das Grundeinkommen ist keine Glückspille, die sich an irgendwelchen Versuchskaninchen testen lässt. Es ist ein Grundrecht, das ebenso wie die Abschaffung der Sklaverei oder die Einführung des Frauenwahlrechts so lange unvorstellbar scheint, bis es plötzlich selbstverständlich wird.
Sie behaupten, die Unterstützung fürs Grundeinkommen komme von links wie rechts. Aber wenn Sie ehrlich sind, kommt sie nur von links, oder?

While more than a third of Geneva's men and women voted for the unconditional basic income three years ago, today, on the eve of the women's strike on June 14, the Green and BIEN-Switzerland are proposing a pilot experiment for Geneva: the unconditional basic income (UBI) as a central tool for equality.
The UBI is not only an excellent means of ensuring a better redistribution of wealth among the population, as well for women than men, but also makes it possible to rethink our relationship at work completely and to value unpaid activities, which are essential to social cohesion. The UBI thus makes it possible to better reconcile professional life, training, family life, associative and political life and free time for all. [+]

Le revenu de base inconditionnel, un instrument pour l'égalité des droits
La grève des femmes et le revenu de base inconditionnel
A l’approche de la grève des femmes du 14 juin, je repense à la votation de 2016 sur le revenu de base et à la manière dont le Conseil Fédéral a méprisé les femmes : “plusieurs catégories de personnes n’auraient plus de raison financière d’exercer une activité lucrative, notamment les personnes qui gagnent moins de 2500 francs par mois ou à peine plus, c’est-à-dire les travailleurs à bas salaire ou à temps partiel, qui sont majoritairement des femmes.”
Ça vous a choqué autant que moi comme prise de position ? A l’époque ça n’a pas déclenché une grande ferveur féministe et je me demande encore pourquoi.
Le revenu de base est pour moi un projet féministe, car il favorise la reconnaissance du travail non rémunéré, donne la possibilité de refuser un travail dont les conditions ne nous conviennent pas et offre la liberté de choisir ses activités. Il affranchirait donc beaucoup de femmes (et d’hommes…) en permettant de faire évoluer leurs droits et transformer les rapports de force.
Pour le Conseil Fédéral, les travailleurs à bas salaires et à temps partiel sont majoritairement des femmes et c’est bien ainsi. De quel droit les 7 sages ont-ils pu émettre sur les femmes un avis aussi péremptoire et reléguer ainsi une grande partie de la population dans une sous-catégorie ne méritant pas le revenu de base ou un salaire décent ?
