November läuft die Eintragungsfrist für ein Volksbegehren. Die Initianten fordern, dass jedem österreichischen Staatsbürger über 18 Jahren an jedem Monatsanfang 1200 Euro ausgezahlt werden.</p> <p>Unterzeichnet werden kann das Volksbegehren online oder in jedem Gemeindeamt. Wenn es von mindestens 100’000 Stimmberechtigten unterstützt wird, muss sich das Parlament damit befassen. Depuis hier, lundi, et jusqu'au 25 novembre, la période d'enregistrement d’un referendum en cours. Les initiateurs exigent que chaque citoyen autrichien âgé de plus de 18 ans reçoive 1200 euros au début de chaque mois.</p> <p>Le référendum peut être signé en ligne ou dans n'importe quel bureau municipal. S'il est soutenu par au moins 100'000 électeurs, le Parlement devra le traiter. Cependant, un simple débat suffirait et un projet de loi correspondant n'aurait pas à en découler.</p> <p>Derrière ce référendum autrichien, il n'y a ni partis ni autres grandes organisations, mais un seul initiateur, qui a jusqu'à présent gardé un profil très bas. Son nom : Peter Hofer. Dans le quotidien «&nbsp;Der Standard »&nbsp;, il a déclaré qu'il s'agissait d'une «&nbsp;action spontanée »&nbsp;. A l'origine, il n'avait écrit qu'à une cinquantaine de personnes par courrier électronique pour demander leur soutien et une aide à la diffusion. En fin de compte, le nombre de signatures est passé à près de 15 000. After this significant milestone and based on the resulting fresh understanding of the UBI principles by the population and the political actors, actions have been taken to launch some pilot experiments in the country.</p> <p>BIEN-Switzerland has actively supported the UBI initiative as well as other initiatives of the same type which may ease the introduction of the UBI at any level. De plus en plus souvent, le travail est vidé de son sens. Mais pour l’immense majorité, l’obligation de « gagner sa vie », c’est-à-dire le lien entre l’emploi et la rémunération, semble impossible à briser. L’économiste Hirschmann disait pourtant : « Il suffit souvent qu’une utopie se réalise pour qu’elle soit presque immédiatement perçue comme un lieu commun. » Ce fût le cas de la démocratie, ou plus récemment du droit de vote des femmes. Qu’en est-il de l’utopie d’un revenu inconditionnel ? En Suisse, une initiative nous a permis d’en mesurer l’attrait. Cette votation, lancée par un groupe de citoyens, au-delà des clivages politiques, fait actuellement l'objet d'un vif débat public en Suisse comme dans certains des pays du Nord et du Sud.</p> <p>En Suisse, les partisans du projet de loi défendent qu'un RBI permettrait aux gens de vivre une vie digne, satisferait les besoins primaires et garantirait une protection contre les aléas du marché du travail, en particulier du fait des changements technologiques rapides qui rendent certains emplois obsolètes. Il diminuerait en outre la stigmatisation souvent associée à l’assistance sociale et servirait l'égalité des sexes en rétribuant les femmes avec un revenu indépendant, étant donné leur nombre disproportionnellement élevé dans les tâches de soins non rémunérées.
