Just over 70,000 signatures were deposited last Tuesday at the Federal Chancellery.

The initiative, entitled "Living in Dignity - for an unconditional, financeable basic income", was intended to guarantee the right to a life in dignity and self-determination.

The amount of the basic income would have been fixed in a law. The basic income for all persons domiciled in the country was to be financed by a share of the wealth produced by the national economy, such as a micro-tax on all transactions or a direct levy on companies.

The initiative committee, composed of a group of independent people, including Mr. Oswald Sigg, former Vice-Chancellor of the Confederation, submitted the 70,000 or so initials obtained to the Federal Chancellery on March 21 in the form of a petition.

Martedì scorso sono state presentate alla Cancelleria federale poco più di 70.000 firme.

L'iniziativa, intitolata "Vivere in dignità - per un reddito di base incondizionato e finanziabile", intendeva garantire il diritto a una vita dignitosa e all'autodeterminazione.

L'importo del reddito di base sarebbe stato fissato in una legge. Il reddito di base per tutte le persone che vivono nel Paese doveva essere finanziato da una quota della ricchezza prodotta dall'economia nazionale, come una microtassa su tutte le transazioni o un prelievo diretto sulle imprese.

Il comitato d'iniziativa, composto da un gruppo di persone indipendenti tra cui Oswald Sigg, ex vicecancelliere della Confederazione, ha presentato le circa 70.000 sigle ottenute alla Cancelleria federale il 21 marzo sotto forma di petizione.

Etwas mehr als 70.000 Unterschriften wurden am letzten Dienstag bei der Bundeskanzlei eingereicht.

Die Initiative mit dem Titel "Leben in Würde - für ein finanzierbares bedingungsloses Grundeinkommen" hatte zum Ziel, das Recht auf ein Leben in Würde und Selbstbestimmung zu garantieren.

Die Höhe des Grundeinkommens wäre in einem Gesetz festgelegt worden. Das Grundeinkommen für alle im Land wohnhaften Personen hätte durch einen Anteil des von der Volkswirtschaft erwirtschafteten Reichtums finanziert werden sollen, z. B. durch eine Mikrosteuer auf alle Transaktionen oder eine direkte Abgabe auf Unternehmensebene.

Das aus einer Gruppe unabhängiger Personen bestehende Initiativkomitee, dem unter anderem Oswald Sigg, ehemaliger Vizekanzler der Eidgenossenschaft, angehört, reichte am 21. März die rund 70'000 erhaltenen Paraphen in Form einer Petition bei der Bundeskanzlei ein.

Un peu plus de 70'000 signatures ont été déposées mardi dernier à la Chancellerie fédérale.

L'initiative, intitulée "Vivre dans la dignité - pour un revenu de base inconditionnel finançable", avait pour objectif de garantir le droit à une vie dans la dignité et l'autodétermination.

Le montant du revenu de base aurait été fixé dans une loi. Le revenu de base pour toutes les personnes domiciliées dans le pays devait être financé par une part de la richesse produite par l'économie nationale, comme une microtaxe sur toutes les transactions ou un prélèvement direct au niveau des entreprises.

Le comité d'initiative composé d'un groupe de personnes indépendantes qui compte notamment dans ses rangs M. Oswald Sigg, ex Vice-Chancelier de la Confédération a déposé le 21 mars à la Chancellerie fédérale sous la forme d'une pétition les quelque 70'000 paraphes obtenus.

Only half of the signatures for the second federal popular initiative for a UBI have been collected, and there are only four months left to collect the remaining 60'000 signatures. The committee of the initiative "Living with Dignity - For an unconditional, financeable basic income" has therefore decided to change its strategy and to put the fate of the initiative in the hands of the grassroots, the basic income movement, and all the organizations and people who support the UBI. But this will only work if many people take ownership of the initiative and if all forces unite to go and collect the missing signatures in the streets. Everyone who can do so is invited to collect signatures, and spread the word about the collection in their personal circle.

Raffael Wüthrich, Koordinator, bei der Unterschriftensammlung auf der Strasse

Die Hälfte der Unterschriften für die zweite eidgenössische Volksinitiative für ein BGE sind gesammelt. Nun bleiben aber nur noch vier Monate , um die restlichen 60'000 Unterschriften erfolgreich zu sammeln. Das Komitee der Initiative "Leben in Würde - Für ein finanzierbares bedingungsloses Grundeinkommen" hat daher beschlossen, die Strategie zu ändern und das Schicksal der Initiative in die Hände der Basis, der Grundeinkommensbewegung und all der Organisationen und Personen, die das BGE unterstützen, zu legen. Das wird aber nur funktionieren, wenn sich viele Menschen die Initiative zu eigen machen und alle Kräfte gebündelt werden, um auf der Straße die fehlenden Unterschriften zu sammeln. Sono state raccolte solo la metà delle firme per la seconda iniziativa popolare federale per l'UBI e restano solo quattro mesi per raccogliere le restanti 60.000 firme. Il comitato dell'iniziativa "Vivere con dignità - Per un reddito di base incondizionato e finanziabile" ha quindi deciso di cambiare strategia e di mettere il destino dell'iniziativa nelle mani della base, del movimento per il reddito di base e di tutte le organizzazioni e gli individui che sostengono l'RBI. Ma questo funzionerà solo se molte persone si faranno carico dell'iniziativa e se tutte le forze si uniranno per raccogliere le firme mancanti nelle strade. Tutti coloro che possono sono chiamati a raccogliere firme e a diffondere la notizia nella loro cerchia personale.

Raffael Wüthrich, le coordinateur en récolte de signatures dans la rue

Seul la moitié des signatures pour la deuxième initiative populaire fédérale pour un RBI ont été récoltées et il ne reste plus que quatre mois pour récolter les 60'000 signatures restantes. Le comité de l'initiative « Vivre avec dignité – Pour un revenu de base inconditionnel finançable » a donc décidé de changer de stratégie et de remettre le destin de l'initiative entre les mains de la base, le mouvement du revenu de base et toutes les organisations et personnes qui soutiennent le RBI. Mais cela ne fonctionnera que si de nombreuses personnes s'approprient l'initiative et si toutes les forces s’unissent pour aller collecter les signatures manquantes dans la rue. Tous ceux qui le peuvent sont invités à récolter des signatures et à encourager la collecte dans leur entourage personnel.

Summary

On the 5th of June 2016, a fourth of the Swiss population voted in favor of a citizen federal initiative proposing to introduce the principle of the Universal Basic Income into the Swiss Constitution. After this significant milestone and based on the resulting fresh understanding of the UBI principles by the population and the political actors, actions have been taken to launch some pilot experiments in the country.

BIEN-Switzerland has actively supported the UBI initiative as well as other initiatives of the same type which may ease the introduction of the UBI at any level. Besides this activity, our organization proposes introductory lectures on the UBI and issues surrounding it, the setting up of experimental pilot projects, workshops on the themes of possible methods of practical implementation, benefits/limits/drawbacks of experiments and the formulation of a likely new federal initiative.

UBI vote: one person in four says “yes”

The initiative for an unconditional basic income obtained 23% “yes” votes in Switzerland as a whole, 19.5% in German Switzerland, 28.3% in French Switzerland and 21.9% in Italian Switzerland. This is a very respectable result for something that just a short time ago was completely unknown, was backed by practically no political forces, and was proposing a fundamental paradigm shift.

Large cities returned quite impressive “yes” scores. A number of places even achieved majorities for UBI, such as four central districts in Geneva (Pâquis 54.6%, Mail-Jonction 52.9%, Cluse-Roseraie 51.1% and Prairie-Délices 50.8%), two in Zurich (districts 4 et 5, 54.7%) and the village of Sarzens in Vaud (51.4%).
