After this significant milestone and based on the resulting fresh understanding of the UBI principles by the population and the political actors, actions have been taken to launch some pilot experiments in the country.</p> <p>BIEN-Switzerland has actively supported the UBI initiative as well as other initiatives of the same type which may ease the introduction of the UBI at any level. These imply less and less connection between employment and the economy, and consequently between employment and the social safety net. Ralph is the president of BIEN-Switzerland, the association fighting to introduce an UBI in Switzerland</p> <p>Big data, learning machines, digitization, open source: all are developments which threaten jobs, even highly qualified ones. Unemployment is rising and social security costs are mushrooming, with fewer and fewer workers to pay for it and feeble economic growth. The way things are going means that neither the economy nor social security can any longer remain dependent on employment.</p> <p>We are already seeing that salaries no longer bear much relation to the usefulness of the work done. The proportion of the population whose revenue is derived from work is a mere 40%; all the others accomplish tasks which are equally necessary to value creation but are unpaid, such as caring for family, learning, volunteer work or art and culture. La disoccupazione aumenta, la fattura sociale esplode proprio quando ci sono sempre meno lavoratori a pagarla e la crescita economica va a rilento. L’evoluzione in corso sta soffocando l’economia e il sistema di protezione sociale fondato sul lavoro.</p> <p>Già oggi, il salario non è più correlato all’utilità reale del lavoro. Solamente il 40% della popolazione ottiene un reddito dal proprio lavoro. Il resto esercita attività altrettanto necessarie alla produzione della ricchezza, ma non pagate, come occuparsi dei propri prossimi, formarsi, fare volontariato, sviluppare la cultura o l’arte. Die gegenwärtige Entwicklung bedeutet das Aus einer Wirtschaft und eines sozialen Schutzes, die auf Beschäftigung gründen.</p> <p>Heute schon ist der Lohn nicht mehr mit dem wirklichen Nutzen der Arbeit korreliert. Nur 40% der Bevölkerung bezieht ein Erwerbseinkommen. Alle anderen sind auch an der Produktion unseres Wohlstands beteiligt, aber sie werden nicht bezahlt; sie kümmern sich um ihre Angehörigen, bilden sich aus, arbeiten ehrenamtlich, entwickeln Kultur oder Kunst. We're now part of the establishment. Not only are our representatives suddenly present in parliament, we were also present at the WEF (World Economic Forum). Plus, the main subject of the forum were our very own inventions. Like always, bad news sells better than good news. That's why recently we've seen a lot of headlines stating that in the next few years 5 million jobs will be lost in the industrialized world. This study is rather conservative though, since others estimate that in the next 10 to 20 years we'll loose about 50% of our jobs.</p> <p>However IT (Information Technology) also creates new jobs, many in fact. That's at least what our optimists say. Sure, IT will create new jobs and it'll be easy to train all the dismissed taxi drivers, industrial workers, and call-center workers into robot specialists and software developers. It's even easier than the job-search for a 50 year old computer scientist. But let's not fall into pessimism. We've survived the invention of electricity, of the steam engine, of the railway, of cars and of many other inventions. Industries and jobs came and went and were replaced by new ones. The same thing will happen this time - or will it? Facciamo parte dell'establishment. Non solo i nostri rappresentanti si fanno improvvisamente eleggere nei Parlamenti nazionali, ma eravamo anche a Davos 2016, dove il tema centrale era quello che abbiamo inventato e dobbiamo ancora inventare. Come sempre, le cattive notizie si vendono meglio delle buone. È il motivo dell’annuncio che nei prossimi anni, nei paesi industrializzati spariranno cinque milioni di posti di lavoro. Queste stime in realtà sono troppo prudenti. Secondo altri studi, fino al 50% dei posti di lavoro saranno distrutti nel corso dei prossimi 10 - 20 anni.</p> <p>I TI creano tuttavia anche posti di lavoro, e persino in grande numero, rispondono i nostri ottimisti con fierezza. Senza dubbio sì, e sarà certamente facile per i tassisti, dipendenti dell'industria e addetti ai call center di riciclarsi come specialisti di robotica e sviluppatori di software. E sarà molto più semplice di oggi la ricerca di un posto di lavoro per un informatico di 50 anni. Ma non lasciamoci intimidire dal pessimismo partigiano di coloro che considerano le realtà di ieri come eterne. Siamo sopravvissuti all'invenzione dell'elettricità, della macchina a vapore, della ferrovia, dell'automobile e a molte altre ancora – sono apparse industrie nuove, e poi sono scomparse, sono stati creati molti posti di lavoro, poi distrutti e sostituiti da altri nuovi. La stessa cosa succederà oggi – o forse no. Wir sind Teil des Establishments. Nicht nur werden unsere Vertreter plötzlich in die nationalen Räte gewählt, sondern auch am WEF waren wir – oder, genauer, das, was wir erfunden haben und noch erfinden werden – das zentrale Thema. Wie immer verkaufen sich schlechte Neuigkeiten besser als gute. Deshalb war die Schlagzeile auch, dass in den industrialisierten Ländern in den nächsten Jahren fünf Millionen Arbeitsplätze verloren gehen werden. Diese Studie ist konservativ. Es gibt andere, die davon ausgehen, dass in den nächsten zehn bis 20 Jahren 50% der Arbeitsplätze verschwinden werden.</p> <p>Sie schafft aber auch Arbeitsplätze, die IT, sehr viele Arbeitsplätze sogar, erwidern unsere Optimisten voller Stolz. Sicher wird sie das und es wird bestimmt ganz leicht, all die Taxifahrer, Industriearbeiter und Callcenter-Mitarbeiter zu Roboterspezialisten und Software-Entwicklern umzuschulen. Das ist ja auch viel leichter als die Jobsuche für einen 50jährigen Informatiker. Aber lassen wir uns nicht vom Zweckpessimismus eines Dauergestrigen verängstigen. Wir haben die Erfindung der Elektrizität, der Dampfmaschine, der Eisenbahn, des Autos und noch vieles mehr überlebt – Industrien und Arbeitsplätze kamen und gingen, und wurden durch neue ersetzt. Das wird auch hier passieren – oder vielleicht auch nicht. Nous faisons partie de l’establishment. Non seulement nos représentants se font soudain élire dans les parlements nationaux, mais nous étions aussi à Davos ou, plus exactement, ce que nous avons inventé et inventerons encore était le thème central à Davos 2016. Comme toujours, les mauvaises nouvelles se vendent mieux que les bonnes. C’est la raison pour laquelle l’annonce que ces prochaines années, cinq million d’emplois disparaîtront dans les pays industrialisés. Ces estimations sont en dessous de la réalité. Selon d’autres études, ce sont 50% des emplois qui passeront à la trappe au cours des prochaines 10 à 20 années.</p> <p>Les TI créent pourtant aussi des places de travail, et même en grand nombre, répondent nos optimistes avec grande fierté. Cela ne fait aucun doute et ce sera certainement très facile pour les chauffeurs de taxi, travailleurs de l’industrie et autres collaborateurs de centres d’appel de se recycler en spécialistes de la robotique et développeurs de logiciels. Ce sera aussi bien plus facile que l’est aujourd’hui la recherche d’emploi pour un informaticien âgé de 50 ans. Mais ne nous laissons pas intimider par le pessimisme partisan de ceux qui considèrent les réalités d’hier comme éternelles. Nous avons survécu à l’invention de l’électricité, de la machine à vapeur, du chemin de fer, de l’automobile et à bien d’autres encore – des industries nouvelles sont apparues puis ont disparu, des emplois ont été créés, puis détruits et remplacés par de nouveaux. La même chose va se produire aujourd’hui – ou peut-être pas.
